Town Board Meeting Minutes for 8-9-2022

The Town Board meeting was called to order by Chairman Treu at 7:00 pm. in the Angelo Town Hall
on August 9, 2022. All board members were present.

The minutes from the July 12. 2022 meeting were read with no objections.

A new 4-H club is being formed in the area and would like to use the Town Hall as a meeting place.
Supervisor Brown moved to approve the use of the hall for the 4-H club and that they be given a key.
Second by Supervisor Leverich, motion carried. The club leaders will work with the clerk on the
details.

Nuisance Issues:

Blooming Ministry:
Brian Anderson has completed his work. Property looks good. The bills for the cleanup work are in
and the clerk will have them docketed.

Crocker Property:
The lawyer suggested that the we take action with J.E.Crocker of Sparta.

Evans:
A letter was sent and the mortgage company contacted.

Tucker Property:
It is hoped that a phone number can be located so the issues can be discussed.

Stelter:
There are still tires to be removed.

Gagner:
Supervisor chatted with the resident and felt efforts will be made.

Mobile Home Park.
Efforts have been made, hopefully they will continue. The lots next to the park require effort. A
discussion has begun.

Road Work:
The county did not want to install a speed bump on Harness. It was suggested that speed dips be
installed. Chairman Treu will discuss this with the county.

The road work for this year will be the repair of Gardener and culvert work. The grants applied for are
for 2023. Hopefully costs will be more reasonable next year. The board will discuss the proposed
projects with Scott Construction and advertise them.

Ernest Jahn presented a bill for $300 for ditch work. It should have been approved prior to his work.
The issue will be tabled and placed on the September agenda.

Culverts are planned for this year, A requests for bids on the culvert and ditch work on Inspiration
should be placed in the paper.

Resolution to close the Hwy 21 and Gillett intersection.
The following resolution was presented to the board as requested by the county. Supervisor Leverich
moved that Gillette be closed if the State would cover the costs involved. After a discussion Supervisor
Leverich moved the the resolution be amended to cost the of the intersection closure be covered by the
state, Second by Supervisor Brown, motion carried. It will be on the September agenda. (see resolution below)

Disposal Center:
Frank has been using his mower to do the disposal center lawn. Howard Sanborn has a used JD mower
with 500 hours for $1200. Keith Giraud suggested that Frank come and try his 42 inch mower. It will
be placed on the September agenda.
Supervisor Brown moved that the incentive bonus be permanent as part of Frank’s hourly wage.
Second by Supervisor Leverich, motion carried. The Board appreciates Frank’s work and the changes
made to the center.

Operator License:
Supervisor Brown moved to approve the operator license for Crystle Groom at the Rite Spot. Second
by Supervisor Leverich, motion carried.

Supervisor Leverich moved to approve the bills before the board. Second by Supervisor Brown,
motion carried.

Supervisor Brown moved to adjourn at 7:58. Second by Supervisor Leverich.

Resolution 8-9-22

The Town Board of the Town of Angelo, Monroe County, Wisconsin, by this resolution,
adopted by a majority of the Town Board on a roll call vote with a quorum present and
voting and proper notice having been given resolves and declares as follows:
It is in the public interest that the access to Gillette Avenue from State Highway 21 be
discontinued. The Gillette Avenue intersects State Highway 21 at a severe angle
allowing eastbound traffic to enter at highway speeds and continue on this short
residential road. Westbound traffic has a extremely limited sight distance. This is
considered a dangerous intersection and that the access be closed. Access to Fort
McCoy would continue to be on Ginger Avenue.
The town clerk shall properly post this resolution as required under s.60.80.Wis.stats.

resolution to close the Gillette Avenue and State Highway 21 intersection on August 9,
2022 at the Angelo Town Hall.
The town clerk shall properly post this resolution as required under s. 60.80, Wis.
Stats.
