 Angelo Town Board Meeting                                      9-8-2020

 

The Town Board meeting was called to order by Supervisor Leverich at 7:00 p.m.in the Angelo Town Hall on October 13, 2020. All board members were present with Chairman Treu participating via the phone.

 

The minutes of the September 8, 2020 meeting were read with no objections.

 

Under old business, Supervisor Brown moved to post speed limit signs on Gillette and in the village. These are safety issues, and while may not be legal, the safety of the residents is more important.  Second by Chairman Treu, motion carried.

 

The Town road signs are now the responsibility of the Towns.  The issue will be placed on the November agenda.

 

The barking dog issue will be addressed in a county meeting.  The Board is concerned about enforcement.

 

Ron and Denise Ebert bid $3150 for the Streeter property.  The Board will work with the Eberts, as the weather is unpredictable.  Jim Leverich moved to accept the Ebert bid and have the Town handle the transfer costs.  Second by Supervisor Brown, motion carried.

 

The Town will have to be reassessed in 2021.  Assessor Betts will come to the November meeting.  The question the board has is whether the Town must do a complete walk through or a walk around.  There have not been any complaints about the fairness of the assessment.

 

There has been no formal bid for the culvert on Gardener.  Hopefully, the work will be completed this fall.

 

There is still some patching to be done on the town roads.  The road into the disposal center needs to be graded.

 

The ordinance to issue citations has been created by the lawyer.  It will be posted and put on the Town’s website.  The Board and town residents need to understand the financial and legal consequences when not complying with an ordinance. When approved it will be published, posted and on the website.   All the ordinances will need to be given to the lawyer and placed on the website.  Therefore, the ordinances will need to updated and outdated ones removed.

 

Safety issues at the disposal center are a concern.  Chairman Treu will ask the Town’s Association lawyer how best to legally handle the problem.    The decision will be posted on the town’s website.

 

The ambulance contract will be on the November agenda.  Is there another ambulance service that can be used?

 

The Town will be incurring additional expenses that the current levy will not support.  The loan for the fire department equipment, the cost of the 2021 reassessment, and the need to be prepared for the replacement of the town hall roof are all costly items.  Supervisor Leverich moved to increase the levy by 25%, second by Supervisor Brown, motion carried.

The resolution:

Under state law the increase in the levy of the Town of Angelo for the tax to be imposed for the next fiscal year,2021, is limited to 1.937%  for a total $69,969 less the personal property aid of $16.87 which results in a levy of $69,952. Shall the  Town of Angelo be allowed to exceed this limit and increase the levy for the next fiscal year, 2021, for the purpose of additional fire protection services, reassessment for 2021, and the need to prepare to replace the town hall roof, a total of 25%, which results in a levy of $85,778 and include the increase of $17,155 for the fiscal years 2022 through 2023.

The Town meeting to approve this increase in the town levy will be held on November 10, 2020 at 7:00 p.m. in the Angelo Town Hall.  The Board meeting will begin at 6:30 p.m.

 

Supervisor Brown moved to approve Jeff’s bonus.  Second by Chairman Treu, motion carried.

 

Moe Amundson and Supervisor Brown have planned the safety screen to be used in the elections.  It can be taken down and stored when not in use.

 

Supervisor Leverich moved to pay the bills presented before the board. Second by Supervisor Brown, motion carried.

 

Chairman Treu moved to adjourn at 8:28. Second by Supervisor Leverich, motion carried.
