Town Board Meeting Minutes  3-14-2023

The Town Board meeting was called to order by Chairman Treu at 7:00 pm.in the Angelo Town Hall
on March 14, 2023. All board members were present.

There is a concern about the wells surrounding the Angelo pond due to the contamination of the pond
and streams with PFAS from Fort McCoy. Tonya Townsell, public affairs officer from Fort McCoy,
spoke to the board and residents concerning the plans to handle the contamination of the pond and
resulting area. It is felt that testing existing wells makes more sense than drilling new wells. The cost
of the tests should not be borne by the residents.

Zac Zabell, our county supervisor, has been working to get Fort McCoy to address concerns regarding
PFSA contamination. The cost for testing a well is $ 550. It is hoped to have a dozen or so wells tested
using ARPA money. This would help to understand our situation. He also discussed what is happening
at the county board.

Lynn Luckasson, from Rural Insurance discussed the insurance for the town. Supervisor Leverich
moved to approve the insurance plan. Second by Supervisor Brown, motion carried.

Supervisor Brown moved to approve the quote by HDS Lawn Service for 2023. Second by Supervisor
Leverich, motion carried.

Ordinance Issues:
Crocker: There are still unlicensed vehicles and trash, The lawyer recommended the use of
fines.
Collins: There will be a summons for the court hearing. Clean up will be challenging and needs
be carefully planned.
Tucker: Hopefully they clean up the property when the weather permits.
Bollig: Licensed two of his vehicles. The camper is the unlicensed vehicle. The tires are his
raised gardens. He plans to clean up the area when weather permits.

The bonus for Frank is a personel matter and will be done in closed session in April.

A three way phone conference between the Town lawyer, Supervisor Brown and the clerk-treasurer is
planned to discuss issues of concern to the town.

Wilber Filter ( 608-487-2916) explained the problems in his home after the city repaired a manhole
across across from his house. The Town and the City had an agreement which allowed the city to cross
the town road for the sewer system. The city would maintain the section of the road. The city hired
Gerke to do the repairs, but did not inform the Town of Angelo. The chairman spoke to the city.
Insurance from the city or Gerke should cover the cost of the needed repairs to the Filter home. Mr.
Filter was asked to outline what had happened and then work with the clerk to present his case.
Pictures should be included.

The ordinance declaring Angelo town roads to be class ”B” highways was presented. Since Herald Avenue is maintained by the city, it was decided that the city could decide how that road was used and
not mention Herald Avenue in the ordinance. Since violation of the ordinance could cause costly
damage to the roads, fines were determined to be not less than $1000 or more than $5000, plus costs
for each violation. Supervisor Leverich moved to approve Ordinance 12-3-14. Second by Supervisor
Brown, motion carried.

A road tour will be scheduled as soon as weather permits.

Chairman Treu moved that the salaries approved at the last meeting of the town be approved. Second
by Supervisor Brown, motion carried.

Supervisor Leverich moved to approve the bills presented before the board. Second by Supervisor
Brown, motion carried.

Supervisor Brown moved to adjourn at 8:25 , second by Supervisor Leverich.
