Town Board Meeting

5-11-2021

The Town Board meeting was called to order by Supervisor Leverich at 6:30 p.m. in the Angelo Town Hall on May 11, 2021. Chairman Treu was absent.

Supervisor Leverich moved to approve the minutes of the April 20, 2021 meeting.  Second by Supervisor Brown, motion carried.

The Havenwood Event Center will respect the State’s recommendation not to request a Class B liquor license.  They have applied for a beer license and have the availability of a license for an event.  Their request will be on the agenda in June with the other license applications.  A business plan is requested.

Supervisor Brown moved to approve the standing committees and their members. Second by Supervisor Leverich, motion carried.

The Board will consider the creation of a Sanitary District.  It is hoped that that the creation of the Sanitary Distribute will strengthen the Town’s boundaries and enable the Town to bill residents on the tax statement.

The Board meeting was recessed at 7:00 p.m. For the Annual Meeting.

The Board Meeting resumed at 7:30 p.m.

Supervisor Brown moved to accept the financial statement as presented.  Second by Supervisor Leverich, motion carried.

Supervisor Brown presented the letters he proposed to be sent as the first step.  Legal action would follow if nothing happened.  The lawyer did some research and sent letters to Mrs. Collins and Ian Clary.

Another road tour is need to inspect culverts on Inspiration and Janus  needing repair

Supervisor Brown moved to pay the bills presented before the Board. Second by Supervisor Leverich, motion carried.

Supervisor Brown moved to adjourn at 7:50.  Second by Supervisor Leverich, motion carried.

Angelo resident:

The Town of Angelo wants to remind residents that generally only operational, licensed vehicles may be stored in the open on private property in the township.

The following is excerpted from the Angelo Nuisance Ordinance:

Section VI declares the following situations, along with others, to be public nuisances:

  1. Junked vehicle and junked part areas. Any place in the Town within five hundred (500) feet of the center line of any Town highway in the Town, or within 750 feet of the center line of any County trunk, State trunk, or Federal highway where junked vehicles or junked vehicle parts are accumulated or stored or any place in the Town where junked vehicles or junked vehicle parts are accumulated or stored outside of a building for a period exceeding seventytwo (72) hours if upon public property, or for a period exceeding thirty (30) days if upon private property, without obtaining a Junked Vehicle Permit from the Town in accordance with the Town Junked Vehicle Ordinance adopted under 175.25, Wis. stats., and the Town’s Village Powers under s. 60.22,  Wis. stats., except when exempt under the terms of the Town Junked Vehicle Ordinance. **
  1. Junkyard and junked vehicle, appliance, and machinery areas. Any place in the Town where junked or abandoned vehicles, not otherwise subject to subsections N or P, or junked or abandoned appliances, equipment, or machinery are accumulated on stored for a period exceeding seventy-two (72) hours if upon public property, or for a period exceeding thirty (30) days if upon private property, and any place otherwise within the definition of junkyard under this Ordinance that is not timely removed or discontinued within _____ [state time limit] of receipt of written notice to remove from the Town Board, unless exempt under Section X of this Ordinance.
  1. Unlicensed or unregistered vehicle area. Any place in the Town where for a period exceeding thirty (30) days upon private property a not registered, unlicensed, or unregistered vehicle is not timely removed or discontinued within _____ [state time limit] of receipt of written notice to remove from the Town Board, unless exempt under Section X of this Ordinance

If there are questions, the Town Board normally meets the second Tuesday of each month at 7 p.m. Meeting times and agenda are given public notice in accordance with the Open Meetings Law.

Blank Vehicle Letter:

Your property is in violation of Angelo Ordinance #97-12-9, which is the Town’s ordinance governing
junked and abandoned vehicles.

Residents are not allowed to store inoperable or unlicensed vehicles on
their property, unless one of these two conditions applies:

  • The location is an approved, licensed facility for storing and processing junk vehicles.
  • The vehicles are stored properly indoors, or within an approved enclosure.

The Township has legal authority to regulate public nuisances such as abandoned vehicles, and is
authorized to pursue a remedy to these situations through fines, and, if necessary, removal of the items
by the Township. Cleanup expenses can be added to the property tax bill.

The Board has to protect health and well-being in the Town. This notice is written in hopes that legal
action will not have to be taken.

If you have questions, the Town Board normally meets the second Tuesday of each month at 7 p.m. in
the Town Hall located in the village of Angelo. Public comment and questions are invited at the end of
each meeting.
